REQUIREMENTS AND EXPECTATIONS FOR LEADERS
The following requirements and expectations apply to all ministry leaders in ICC. Specific ministry requirements are delineated under each ministry.
Commitment Requirements:
ü Be a declared and active member of ICC.
ü Uphold the standard of the ICC church covenant.
ü Demonstrate accountability and support of church leadership.
ü Be an active member of a small or ministry group, or prayer partner with another leader.
ü Attend and participate regularly in corporate worship. Be accountable when absent.
ü Be a committed tither or regular giver.
ü Attend all meetings related to your leadership role and be accountable when absent.
ü Be committed and loyal to the vision of Immanuel as articulated by the pastors.
ü Pursue training in your area of ministry as approved by the pastors.
ü Report regularly to the pastors about your ministry.
ü Be willing to be a discipler in your area of gifting with a view to multiply your ministry.
ü Go through required Leadership training provided or approved by ICC that addresses the relationship between spiritual and emotional health, personal deliverance and inner healing.
ü Be familiar with all ICC policies and guidelines as outlined in ICC Policy Manual.
Spiritual Requirements:
ü A born-again believer with a heart for God and dependence upon Him.
ü Engaged in personal discipleship: daily devotions.
ü A passion for the Lord that translates into a love and desire to share Jesus with others.
ü Baptized and filled with the Holy Spirit.
ü Operates in spiritual gifts and anointing.
ü Have healthy primary relationships in home and with the church family.
ü A servant heart that is affirmed by others. Puts other’s needs first.
ü A life above reproach- not perfection but humble openness to grow in Christ and maintain a holy and moral life. ITim.3:7
ü Faithfulness and reliability.
ü Under authority- your ministry is not your own but belongs to God. Your authority to minister is delegated to you from the Lord through the Pastors and elders of ICC.
ü Teachable and accountable. You must be willing to receive correction and evaluation of your life and ministry from those you are accountable to. You are accountable to God, the church leaders and congregation.
ü Intercession: it is expected that you will regularly intercede for those you minister with and to.
ADDENDUM TO LEADER REQUIREMENTS
OF NON ICC MEMBERS
All non-ICC member leaders must:
ü Meet the requirements and expectations of leaders at ICC (except membership). See page 1 of the Immanuel Manual for Leaders and Ministries.
ü Be formally recommended by a minister or ministry approved of by ICC Pastors and Elders.
ü Function in their area of ministry as described in the Immanuel Manual for Leaders and Ministries.
ü Become familiar with the principles and policies of the following ICC documents:

· Partnership Covenant
· Steps to Conflict Resolution
· Guidelines for Using Faith Hall
ü State term of leadership role.
ü Be approved by the congregation during the ICC Annual Meeting
Altar Ministers are humble servants of the LORD that intercede for members of the body who, under the conviction of the Holy Spirit are seeking God for salvation, healing, deliverance, greater intimacy with God, the in-filling of the Holy Spirit, anointing for a specific task, or guidance. Altar ministers provide or assist the Pastor or minister to pray, prayer counsel, intercede, anoint with oil, lay hands for healing and deliverance, and present scriptures that speak to the convictions of the person they are addressing.

5. Collect, record, and bank deposit all registration fees
6. Receive and mail all applicable fees, required registration forms, and memberships to Camp Deerpark (CDP)
7. Be contact person for CDP
8. Arrange space usage, meals, and recreational use of CDP with CDP Guest Services Coordinator.
9. Arrange lodging for church members and guest speakers.

16. Assist ICC treasurer with reconciling ICC’s retreat expenses and payment to CDP.

Ministry evaluation for leader and committee:
1. After-retreat evaluation through informal interviews with attendees.
2. Committee does internal evaluation
3. Ministry evaluation will be submitted in the form of a written annual report.
Meet the facility needs of the ICC church body and communicate effectively with the other churches and organizations on the premises.
Responsibilities of the Coordinator:
1. Create a monthly calendar of weekend activities, non-ICC services and changes in building usage that may impact ICC schedule. Distribute to the Pastor, Set-up Coordinator, and any other ministry leaders impacted by those changes.
2. Maintain the facility calendar by weekly checking with the First Presbyterian Church (FPC) Office for any changes and/or additions in facility use which may impact ICC’s ministries and scheduled events. Communicate changes to Pastors and appropriate ministry leaders.
3. Complete a Facility Use Request Form.
· For usage outside of contracted space usage.
· Submit form at least 1 month ahead of scheduled event.
· Encourage ministry leaders to submit own forms to FPC office.
4. Notify Set-up Coordinator if ICC banners need to be removed before a non-ICC event.
5. In the event of facility use conflict, try to resolve the conflict with the appropriate church or ministry before contacting FPC. Once conflict is resolved, notify FPC office of any change.
6. Make recommendations to ICC Pastors regarding facility use at annual contract renewal with FPC.
7. When Faith Hall is rented out to an outside group who plan to clean the facility themselves, be sure the clean-up is done properly:
· Thorough cleaning of Faith Hall, the kitchen, the 1st floor restroom, and Faith Hall entrance.
· If the bathrooms were used on the 2nd floor, they need to be restocked with paper and “touched up”.
· If the clean-up is not done properly, a written or oral report needs to be filed with the FPC office.

Ministry Evaluation:

Among God’s people (young and old), oversee those who through teaching promote spiritual maturity, Christian character, knowledge and training in God’s word, and encouragement in the walk of faith. (Col. 1:28)

Responsibilities of Teaching Ministry:

2. Choose Children’s Church Curriculum and submit to CE Director for approval.
3. Order all teaching materials.
4. Create an expense budget for this ministry and submit to CE Director. Keep track of all expenses.
5. Select and recruit qualified teachers.
6. Establish and maintain a rotating schedule of teachers with substitutes.
7. Organize children into appropriate groupings for teaching.
8. Coordinate children’s special events and performances.
9. Maintain a well stocked supply of materials (pens, pencils, paper, crafts etc.) and snacks.
10. Make sure Children’s Church cabinets are in order and locked when not in use.
11. Make sure Children’s Church videos and television are maintained.
12. Assure that a summer schedule for Children’s Church is in place.
13. Uphold sense of “teamwork” among teachers.
14. Provide opportunities for ministry development through seminars, trainings, conferences, mentorship, books, and/or videos.
15. Manage (with treasurer) and designate Children’s church offering (specify mission).
Responsibilities for VBS Coordinator:
1. All of responsibilities of Teaching Ministry as listed above.
2. Choose curriculum with the approval of CE Director.
3. Establish a budget.
4. Recruit teachers and volunteers
5. Schedule teachers/volunteers and facility use.
6. Coordinate with participating churches
7. Provide necessary introduction to curriculum and training.
8. Promote program (flyers, mailing, church bulletins, announcements)
9. Make sure all needed items and equipment are in place for program.
10. Assure proper set-up and clean-up before, during, and after program.
11. Coordinate closing program.
12. Responsible for coordinating follow-up of children and families that attend VBS.
Requirements of all Teachers and Program Coordinators:

Meet physical needs of church members and families the church is reaching out to. Provide encouragement, mercy, and the love of Jesus in tangible ways.

Call of God:
Prospective elders will be recognized as those who have a call from God to serve in that capacity. This call may be recognized by the individual through an inner sense of God’s call in their spirit, and by the existing elders as he/she functions in the congregation.
In recognizing this call, prospective elders will be willing to make a long-term commitment to serve as elder.
Biblical Qualifications:
Prospective elders will be expected to meet the spiritual qualifications as given in the New Testament. Paul gives the following list of qualifications for elder in I Timothy 3:2-7 and Titus 1:6-9:
(*) In relation to #1 above, it is expected that if married, the elder’s spouse will be in harmony with his/her call, and will seek to support in everyway possible the spouse’s responsibility as elder.
The Spirit of Eldership:
Prospective elders will recognize that serving as elder is a sacred trust from God. They will respect the development of existing eldership and seek to enter into the spirit of the existing elders. They will exhibit a spirit of openness to learn, and work in harmony with the existing elders.
In relationship to the congregation, prospective elders recognize that the primary function of the elders is to bring a discerning, Spirit led leadership to the congregation. Congregational concerns are brought to the elders for their discernment.
Prospective elders will respect the confidentiality of the eldership which means that they will hold in confidence all matters discussed in meeting with the Pastor and elders. Those things made public are those which have been so designated by the Pastor and elders.
The Vision of Eldership
Prospective elders will
recognize God’s call on the Pastor as the leading elder of the congregation and
unite themselves with his spirit and calling. They will also seek to find unity
with the Pastor’s and elder’s vision for the congregation and work with them in
fulfillment of that vision. This vision for

Prospective elders usually serve one year as an elder-intern or elder-elect before receiving full elder status. During this year the prospective elders will be receiving minutes of elder meetings, meet occasionally with the elders, and begin to function as elder in relationship to others in the congregation.

Serve the body through the facilitation of meals or snacks for church banquets, fellowship hour, special meetings or seminars.

Provide a body of support, discernment accountability, and evaluation for ministry leaders and church ministries. Provide a body of support and discernment to the Pastor(s). This is not a decision-making group but a vital part of the direction-setting process at ICC.

1. To represent the resources and services of Mennonite Mutual Aid (MMA) such as the MMA Sharing Fund within ICC.
2. To represent the financial assistance requests of ICC members and regular attendees to the Immanuel Mutual Aid (IMA) Committee (See Immanuel Mutual Aid below).
Duties and Responsibilities:
1. Be the initial contact person by ICC members or take the initiative to approach ICC members in short term emergency situations.
2. Communicates the policies of IMA and MMA to potential recipients of IMA/MMA assistance. Determines potential recipient’s eligibility for such assistance.
3. As member of the IMA Committee, notifies the Elder’s representative to the IMA Committee regarding needs for financial aid and/or other forms of emergency assistance.
4. Writes MMA Sharing Fund Grant Requests for emergency situations approved by and matched by the IMA Committee.
5. Writes matching grants for Community Service projects such as the MHNA Food pantry also approved by and matched by the IMA Committee.
6. Writes MMA Quarterly Reports.
7. Be in regular contact with MMA Representative to ICC.
8. Participate in yearly MMA Advocate Trainings.
9. Be familiar with all MMA resources and services. Upon the approval of the Elders, initiate and administer MMA and other similar services within the church.
10. Ensure monthly distribution of MMA Tool Kits to ICC
congregation.
Qualifications for MMA Advocate:
1. Confidently confess Jesus Christ as Savior and LORD.
2. Be a member of ICC in good standing.
3. Have a servant’s heart and be concerned for the welfare of the church.
4. Non-judgmental and proven ability to maintain confidentiality.
5. Have skills in personal financial matters.
6. Have organizational and computer skills.
Ministry Evaluation for MMA Advocate:
1. Accountable to Pastor, Elders and the IMA Committee.
2. Accountable to MMA Representative on an annual basis.
3. Accountable to ICC through a written report of Annual Congregational Meeting.
The Immanuel Mutual Aid Committee (IMA) reviews all requests for emergency assistance through the IMA Fund and approves, denies or refers the final decision to the Elders when necessary.
Members of the IMA Committee: No more than these three persons shall form the IMA Committee and shall consist of a representative from the Elders, the Deacons, and the MMA Advocate.
Promote maintain a world-view beyond our immediate environment and an awareness of what God is doing outside of ourselves. Keep the church accountable to tithing for and in touch with outside ministries.

Office assistant is accountable directly to the Pastor.
Job Description:

7. Purchase stamps and office supplies as needed.
8. Provide assistance to Pastor as needed (may include phone calls. assistance with obtaining permits for outreaches, follow-up with 1st Presb. regarding building usage).
Qualifications:

4. Organizational and troubleshooting skills

6. Demonstrate good time management.
7. Gifts and talents- administration, helps, organization, service, encouragement, creativity, communication.
Assist with coordination of evangelistic events so that activities flow as smoothly as possible for members of the body to present the gospel. Coordinate follow-up to people who have visited the church or have been introduced to Christ at an event.
Responsibilities of Ministry Leader:
1. Is the contact person for all outreach and evangelistic events.
2. Is responsible for follow-up to church visitors and outreach contacts.
3. Work with ministry leaders in planning particular outreaches (i.e. VBS Director for VBS outreach)
4. Obtain list of items needed (from Pastor or ministry leader) for an event and makes sure those items are present at the event.
5. Obtain list (from Pastor or ministry leader) of tasks needed to carry out an event.
6. Obtain list of volunteers for those specified tasks.
7. Make sure all items brought to an event are properly returned.
8. Keep prayer stations stocked and in order and is responsible for loaning station when requested by other ministries or churches.
9. Coordinate phone calls and visitation as needed.
10. Assist Pastor(s) in mobilizing gifts of evangelism.
11. Establish and ahere to budget for this ministry’s expenses.

“To equip the saints for ministry by providing preaching and teaching the Word of God, visiting and counseling members, recruiting and developing new leadership, and promoting the development of the church and its mission outreach.” -- ICC Constitution, Section C
Responsibility of Pastor(s):
The pastors of
1. Discern, maintain and promote God’s vision for ICC.
2. Preach weekly sermons and supervise church services.
3. Plan and conduct with lead elder (who may also be a pastor) elders, leadership, and congregational meetings.
4. Identify, train, supervise, and authorize all ICC intern-elders and ministry leaders with presiding elders.
5. Assist ICC members in discerning and releasing their gifts and callings.
6. Regularly pray for and/or visit with ICC members in need.
7. Supervise and/or conduct all teaching modules in ICC.
8. Conduct and/or supervise ICC Membership Classes.
9. Recommend iterant apostles and other equipping ministers to ICC with elders.
10. Meet weekly with Flushing Ministers Fellowship. Also meet weekly with the leaders of ministries that are using the FPC facility.
11. Spend quality and extended time with the Lord daily and through periodic personal retreats.
Ministry Evaluation of Pastor(s):
1. The Pastors of ICC shall be accountable to co-pastors, elders, apostles, the overseers of the Atlantic Coast Conference of the Mennonite Church (ACC), and to the congregation of ICC.
2. Regularly meet, communicate and pray with ICC pastors, elders, apostles, and ACC overseers.
3. Yearly written report to ACC and to the congregation at ICC Annual Meeting.
Qualification of Pastor(s):
1. As an elder, all ICC pastors must meet Biblical Qualifications of Elders (See Qualifications For Eldership).
2. Theological training in Christian doctrine and leadership from a recognized seminary, bible institute or study program, and/or mentorship under another recognized pastor who provides the recommendation.
3. Acquaintance and/or instruction in Anabaptist/Mennonite perspectives of Christian faith and able to support this perspective.
Selection of Pastor(s):
“The Pastor and/or pastoral team shall serve the congregation by vote of the congregation upon the recommendation of the Apostles, the Elders and/or Pastoral Search Committee and Overseer/Bishop after being duly certified by the ACC district conference, and/or the local Council of Mennonite Churches.” -- ICC Constitution, Section C
Watchmen and women who consistently provide intercession and engage in spiritual warfare for the church, church ministries, Pastors, and leaders.

Before the Service responsibilities:
1. Arrive to service by 10am and obtain “usher’s keys” from the office.
2. Set up usher’s tables with table cloths and place in their proper places:
ü bulletins
ü collection baskets
ü Bibles
ü offering envelopes
ü tambourines
ü any needed sign up sheets (read bulletin to find out)
ü flowers/plants
ü informational and devotional literature
3. Place worship flags in the front.
4. Make sure there are completed bulletins on the pulpit for the Pastor and for the Worship Team
5. Make sure there are boxes of tissues on both sides of the room: front, middle, and back.
6. Make sure there is a lined, small waste basket in the back.
7. General Overview of facility for congregational comfort: windows, fans, curtains, heating.
8. Spend some time in prayer before the service begins.
9. By 10:45 there should be one usher by the door entrance welcoming worshipers and giving them a bulletin. This usher should remain by the door until 11:20.
10. One usher should be inside offering bibles and/or escorting anyone who needs escorting to a seat.

1. Ushers continue to greet late-comers, give bulletins, guest packets to first time visitors, and bibles as needed.
2. Ushers seat late-comers to available, empty seats from the side aisles. (As long as there are empty seats try not to set up new chairs)
3. Do not seat people during a time of prayer, wait until prayer is finished.
4. Do not allow anyone who is serving in the kitchen to walk through the sanctuary during the service. Direct them to walk through the second floor.
5. Try to keep people from “hanging out” in the back. Acceptable reasons to stay in the back may include a small child, a person not feeling well, or waiting for someone.
6. Ushers collect offering when called upon by Pastor or leader and are prepared to pray for the offering if asked.
7. Ushers immediately secure offering to a designated place in the office and lock the office.
8. An usher needs to remain by the inner entrance door during the service to make sure no one is entering the building that is not intending to come into the service. (During offering you may designate someone to temporarily stand in your place)
9. Ushers are servants, not police. Ushers are always ready to help and to maintain order in a kind, gentle, and loving manner.
After service responsibilities:
1. Collect “Guest Card” from guests. Welcome them back, talk to them, and introduce them to someone.
2. Clear tables, fold table cloths neatly, empty and dispose garbage, return all items that were put out (literature, flags, bibles, tambourines, flowers, and plants back to their designated places.
3. Return keys to key rack in the office.
4. Collect all bibles, bulletins, papers, garbage scattered throughout the sanctuary and place where they belong.
Requirements of Ministry Members:
1. Confidently confess Jesus Christ as LORD and Savior.
2. Have a servant heart. (gift of service or helps)
3. Be organized.
4. Have hospitable spirit. (gift of hospitality)
5. Exhibit the Fruit of the Spirit
6. Guard the honor of God in the service (gift of exhortation)
7. Guard the body of Christ at ICC.

Ministry Evaluation:
It came even to pass, as the trumpeters and singers were as one, to make one sound to be heard in praising and thanking the Lord; and when they lifted up their voice. . . And praised the Lord . . . that then the house was filled with a cloud even the house of the Lord; So that the priests could not stand to minister by reason of the cloud: for the glory of the Lord had filled the house of God.” II Chronicles 5: 13 & 14.
As stated in the passage above, the Worship Director’s main purpose is to lead and equip the worship team as “one” in praising the Lord and to inspire the congregation into worship as we invite the Lord’s presence to fill His house.
Responsibilities of Worship Director:
1. Create a monthly worship schedule and plan rehearsals with the worship team members.
2. Develop and improve personal and team worship skills through seminars, books, etc.
3. Provide training to worship team members in the following:
· music and voice skills
· biblical understanding of worship
· working cohesively as a team
· becoming sensitive to the leading of the Holy Spirit’s promptings in prophetic song, words of knowledge, prophesy, etc.
· setting an enthusiastic example to the congregation through clapping, shouting, lifting hands, dancing, singing in the Spirit, etc.
· concentrating and focusing on ministering to the Lord – not on performing.
4. Provide opportunity for worship team bonding outside of scheduled rehearsals and trainings.
5. Through advance praise, prayer and worship be prepared to lead the congregation into God’s presence.
6. Minister in the confidence and anointing of the Holy Spirit by being obedient in all things to God.
7. Meet with each team member for an evaluation on a six-month basis or as needed.
8. Be actively involved in mentoring relationships of team members with leadership gifts with the approval of pastors.
9. Plan and encourage special music and dance presentations.
10. Recruit new team members as the Lord leads.
11. Be familiar with the spectrum of worship music, from Hymns to Contemporary music and be responsible to introduce and/or approve new songs.
Requirements of Worship Director:

2. Confidently confess Jesus Christ as Lord and Savior.
3. Spirit-filled – worship leader by example – must be a devoted worshipper.
4. Has a desire to aspire for excellence in his/her talent or ability.
5. Teachable, cooperative, submissive to those in authority and responsible.
6. Not a turf-guarder – but secure and stable in their God-given talent/ability/gifting.
7. Participation in the worship team does not meet an ego need.
8. Work with Worship Leaders and Worship Service Coordinator.
Skills of the Worship Director:
1. Must have substantial vocal or musical ability and be able to train others.
2. Ability to lead.
3. A positive non-verbal communicator – e.g., body language, facial expressions, etc.
4. Ability to inter-relate well with others.
Experience of the Worship Director:
1. Absolutely not a novice –as a Christian 1 Tim. 3:6
2. Ten months to one year of submission to ICC headship and teaching.
3. Adequate experience as either a lead vocalist or singing in a choir and/or must demonstrate skilled command of their instrument.
Ministry Evaluation for Worship Director:
1. Worship Director is accountable to Pastor and Elders.
2. Evaluate the Worship service on a weekly basis with the pastor and Worship Service Coordinator
3. Meet quarterly or as needed with the Pastor and/or Worship Service Coordinator for ministry team evaluation.
4. Evaluate Ministry group and individual members quarterly and as needed.
5. Self-evaluation and evaluation of ministry will be submitted in the form of type-written annual reports.
To take care of the administrative details which pertain to the Pastor, Worship Director/Leader, and visiting speaker, freeing them to exercise their spiritual gifts and focus completely on the service, prayer, the ministry of the Word, and where the Holy Spirit is leading.
Responsibilities of Worship Coordinator:
1. Pray for the Sunday worship services, pastors, worship team, and congregation on a regular basis.
2. Serve the pastor by facilitating and/or communicating all details which he needs to know pertaining to testimonies, announcements, special music, offering, sermon set-up, and any other matter that pertains to the public interaction between the pastor, and worship leader with the congregation.
3. Serve as liaison between the pastor and all participants involved with the service.
4. Type the worship order of service and distribute to all pastors, special speakers, persons making special announcements, worship team, projector operator, soloist and/or dancers.
5. Supervise projector operator in the following: (a) the projector operator is “on time” to assemble the laptop and projector (b) worship songs are in proper order (c) worship songs lyrics are correctly spelled on the laptop and match the lyrics on the musician’s song sheets.
6. Liaison between the Pastor and ICC Kitchen Coordinator and representatives from other fellowships in the building regarding any changes in service schedule and Fellowship Hour.
7. Communicate with the set-up coordinator, any schedule changes which would affect the set-up schedule.
8. Communion – communicate the date of communion to the Kitchen Coordinator and Head Usher ahead of time.
9. Type and distribute a monthly set-up calendar to the Set-up Coordinator and pastors.
10. Be actively involved in mentoring who show giftings in this area of ministry.
Requirements of Worship Coordinator:
